RICHARD PACKARD is Vice President of New Business Development and acting CFO for Consolidated Air Support Systems (CASS), LLC, President and acting CFO of Allied Defense Services International (ADSI), and acting CFO of Air Mobility Express (AMX) and CASS Professional Services (CPS) Corp.

Rick has over fifteen years senior executive decision-making experience involving international flight operations, air traffic control/airfield management operations, technical/programmatic support and quality assurance and process evaluation. 

He is a key member of the Department of Defense’s team helping the Federal Aviation Administration, National Aeronautics and Space Administration and other government agencies shape and define the Next Generation Air Transportation System.  This multi-billion dollar effort will redefine the communication, navigation, surveillance, air traffic management, safety, security and net-centric requirements for all aspects of aviation (commercial, military and general aviation) to 2025 and beyond.

He has over two decades of operational and staff experience in worldwide flying operations.  He continues to work extensively with senior Department of Defense, Air Force major commands, Federal Aviation Administration, North Atlantic Treaty Organization and international aviation authorities in addressing the military aviation requirements needed to meet emerging global air traffic management strategies. He planned and directed the actions of many diverse groups in the execution of vital multi-million dollar projects involving military aircraft operations and air traffic control/airfield management equipment acquisition.

As a commander of an Air Mobility Command Operations Group he led over 600 crewmembers, maintenance specialists, support and admin personnel conducting 24/7 global airlift and air refueling operations.  With a fleet of 20 military variants of the Boeing DC-10, he got military forces and equipment where they were needed, when they were needed.  Despite manpower shortages and budget reductions, all operational and maintenance indicators were at least 5% over AF goals.

He has commanded four different military organizations from flying squadrons to a Headquarters Air Force Field Operating Agency, has flown six different types of military aircraft and has participated in many military operations like DESERT SHIELD/STORM and Eldorado Canyon.

He is a member of the Airlift/Tanker Association, Air Traffic Control Association and the Institute of Navigation among others.
